I strongly disagree. I consider that watching something with subtitles doesn't help at all. Learners must strain their ears. If we watch something with subtitles, we unconsciously look at them (even if you don't want it). That's why I recommend that learners listen to BBC radio. There are no subtitles. If you want to understand something, strain your ears.

By the way, we have such questions every week. I think we need to write articles "how to improve listening/speaking and etc."

I think it really depends on the learners' level of listening skills.
I believe transcripts or subtitles do help learners, especially beginners, to understand 'linking', for example.

'Etc' means 'and other things' or 'and the rest'. To write 'and' before it is therefore tautologous.
