"People who need a place to live can often find themselves at the mercy of local property sharks."

What does "local property sharks" mean?
 
It means "powerful, influential (and ruthless) real estate companies which operate in the particular area".
 
I think I know what this expression means but I can't properly translate it into Polish. Am I right that:

- is "local" an adjective?
- are "property" and "sharks" the nouns?
 
Local modifies the noun phrase ​property sharks.
