[Grammar] "Look at all those people waiting in line."

"Look at all those people waiting in line."

Here in this sentence, do you think "waiting in line" modifies "those people" or it functions as a an object complement like in "I saw you waiting in line" Or either one is possible and there is a meaning difference and a different context between them? What do you native English speakers think? Thank you so much as usual.
 
Native speakers don't label parts of speech in such a detailed way. Do you have difficulty understanding the sentence?

Think of it like "Look at all those people who are waiting in line."

Yes, "waiting in line" modifies "those people."

Thank you all and if it functions as a an object complement like in "I saw you waiting in line", do you feel any difference between them? I am sorry about bringing it up again.
