look vs see

In sentence 2, is it natural to use "see"?

3. If you go for a walk by the river, you can look at the beautiful scenery.
4. If you go for a walk by the river, you can see the beautiful scenery.

In sentence 3 & 4, are they both natural?

Both are natural in this case. The difference between the two expressions is the difference between the strictly physical "look at" and the intellectual "see". You can look at something without seeing a specific thing or aspect of it. Thus, someone could look at the scenery, without seeing how beautiful it is. Sometimes we use "see" in its purely intellectual meaning, where there is nothing physical involved at all, as in "I see the point of your argument".
