Lows of 6 degrees in northern Taiwan expected by weekend

Taipei, Jan. 4 (CNA) A cold wave is forecast to envelop Taiwan Jan. 7-9, sending temperatures plummeting as low as 6 degree Celsius in northern parts of the country, weather expert Wu Der-rong (吳德榮) said Monday.

With the arrival of the cold wet air, lows of around 6 degrees can be expected in coastal areas, while in mountainous regions the mercury will drop as low as 6 degrees, he said.

[...]

Meanwhile, the Central Weather Bureau (CWB) on Monday issued heavy rain advisories for Keelung and mountainous areas in Greater Taipei.

[...]

According to the CWB, temperatures are likely to rise Monday to highs of 20 degrees in northern Taiwan, 23-25 degrees in central and southern parts of the country, and 26-28 degrees in the south.

Why are 'lows' and 'highs' in the plural? I would expect the low of 6 degrees and the high of 20 degrees.

Do 'lows' and 'highs' in the plural mean that the lowest and highest temperatures will appear more than one time?

Multiple instances of low temperatures of 6 degrees, and of high temperatures of 20 degrees are expected.

Multiple instances of low temperatures of 6 degrees, and of high temperatures of 20 degrees are expected.
Can I also say these?

b. Multiple instances of a low temperature of 6 degrees, and of a high temperature of 20 degrees are expected.

c. Multiple instances of a low of 6 degrees, and a high of 20 degrees are expected.

I'm sure they measure in more than one place. So temperatures (in the region) will have lows as low as 6.

Can I also say these?

(A) Multiple instances of low temperatures of 6 degrees ....

(B) Multiple instances of lows of 6 degrees ....

(C) Multiple instances of a low temperature of 6 degrees ....

(D) Multiple instances of a low of 6 degrees ....

-------
1. Can I say (A) = (B), and (C) = (D)?

2. Do (A), (B), (C), and (D) mean the same?

3. Are they equally natural?

Talking about "multiple instances" in a weather forecast is completely unnatural. The original text is natural.
