make an enquiry + preposition ?

I wrote to University of London recently and am quite surprised at their choice of preposition after the noun enquiry.
Intuitively, I thought I would use ... an enquiry to the Department...

May I then ask whether 'with' or 'to' is more appropriate and whether both are used. Thank you very much

The sentence:
Thank you for making an enquiry with the Department of XXXXXX, University of London.

I honestly can't say what preposition I would use after "to make an enquiry". None of them sound very natural before "a university". I can come up with one for just one context at the moment:

I made an enquiry at the reception desk of the hotel.

The sentence: Thank you for making an enquiry with the Department of XXXXXX, University of London.

From whom did you receive the answer, eg. a professor, or a desk clerk?
To me, you were making an enquiry of the Department.
