"Someone who gave a check back to the company or person making payment, asking them to hold onto it until 1989, would be held to be in constructive receipt."

So "make payment" is idiomatic after all?
 
I wouldn't use it- I'd make a payment in the first and paying out in the second, but it may be used in AmE.
