That tagline definitely wouldn't have the same ring to it if it were "Mr Kipling manufactures exceedingly good cakes!"

'Makes' allows us to kid ourselves that a benign old gentleman called Mr Kipling is lovingly making his cakes by hand. 'Manufactures' would shatter that illusion.
