Is the following statement correct? What is the best rule of English language to support it? I've always used the rule that only titles are capitalized.
Mary is an optician.
Mary is the Director Of Optician Education for ERT Inc.

We should know how to spell our own job correctly. Please know that being an optician is a job, like policeman or nurse. We do not capitalize job names. When writing optician it is optician not Optician. When you see it capitalized, correct people. Randomly capitalizing optician makes us appear foolish and does nothing to elevate the profession. Anyone saying it is OK is mistaken, period. If I write 2 + 2 = 5 you would correct me. If I write, "My friend Angela is an Optician at the VA." correct me.
