What does the phrase "master of the art of the dill" mean?

I have no idea. In AmE, dill is a seasoning.

It's making fun of Sarah Palin's accent. She is saying "deal." "The Art of the Deal" is Trump's famous book.

Where did you find the phrase, maisha?
