Does "material" mean "idea" here?

How Is Jenna Ellis ‘Elite Strike Force’ Material? She bills herself as a “constitutional law attorney.” Her experience doesn’t align with the sort of lawyer she plays on TV.

No. I'm afraid that's meaningless.

"Material" was capitalized inadvertently.

I don't think it was. I think it's meant to be an article title or a headline. Note that "Is" is also capitalised.
 
The word material used in this way means that the person or thing in question is fit for a certain purpose.

She may be girlfriend material but she certainly isn't marriage material.
 
I hadn't noticed that. I agree that the first sentence is in headline English.
