Meaning of "Astute"

Hi!

I have seen the meaning of Astute in dictionary. But Could you please tell me the following :

If one has "astute political skills" and other person has only "political kills" (without astute).

What is the difference between the two.

Note my corrections above. If you have looked up the word "astute" already, then you know the definition. What do you think the difference is between the two sentences?
When you say that you have found a word's definition in a dictionary, it's helpful to provide a link to it (if it's an online dictionary) or copy out the definition in your post (if it's a physical dictionary).

Meaning : 1) very clever and quick at seeing what to do in a particular situation, especially how to get an advantage.

Although I can understand the above meaning, I could not understand its meaning that implies in my question.

If one person has "astute political skills" then that person can use those political skills for an advantage. Now the confusion arises that if another person has only "political skills", can't he/she use those skills for an advantage? That is why I posted my question.
