I'm not sure what "mediate" is supposed to mean below:

"As a policy, Twitter does not mediate content. Users are allowed to post content, including potentially offensive content, provided that they do not violate the Twitter Terms of Service or Rules."

It might be short for "we don't get involved in disputes or conflicts regarding content."

Moderate/Police.

Basically, it means they don't look at content before it's posted, nor do they exclude content if it's 'potentially offensive'.

It's not their responsibility to approve or deny content being posted unless it violates their terms of service.

The bolded section is more related to 'Twitter does not mediate'.

It wasn't a definition of 'mediate' it was a rough estimate of what the word means in a different context. Which is also why I said a similar word to 'mediate' is 'police'.
