My guess is that is corrupted text, resulting from changing from one format to another.
"... 'fell on his neck and called him ÒbrotherÓÉconduct which greatly displeased the queen ..."
The Ò and Ó could be corrupted quotes, and the É a dash. I can't think of any other reasonable explanation - after all, who calls (or called) anyone "ÒbrotherÓÉconduct" It's strange that it doesn't seem to occur elsewhere on the page though.
