In the Oxford Dictionary of English, it says:

cream
noun
the thick white or pale yellow fatty liquid which rises to the top when milk is left to stand and which can be eaten as an accompaniment to desserts or used as a cooking ingredient

What does 'to stand' mean?

Which one does 'to' here mean?

The definition should specify that the cream only rises to the top of unhomogenized milk. This happens if you leave a jug of such milk undisturbed or, in other words, leave it to stand.

Definition A fits better. It means "leave it for the purpose of standing".
