What is the subject of this sentence? The writer? or general judgement?
Miss Medwick was sure to make her go = I(the writer) am sure that Miss Medwick would make her go...

By the same token, who is the subject for this?
He is sure to come = I am sure that he will come?

Number 1 says that the teacher is going to make Katy practice ("go over") her scales repeatedly.

You understand he is sure to come correctly.

Go over = review.

I am sorry I think I made a wrong question.
