Most of what you say is true. However, to ensure that the centres are now accepting donors who play football, it would be necessary to say, "To boost donation, however, some centers are accepting donors who play football".

Otherwise we could have this: "To boost donation, however, some centers have accepted donors who play football. This was made illegal last month, so these centres are no longer doing it."
