[Grammar] Movies By (The) Years(s)

I was browsing some website and found two captions that stood out:
"Most Underrated Movies By The Years"
"Best Movies By Year"

Any differences between "by the years" and "by year" I should worry about?

Just a thought - some people may not be answering because they are deterred by the lines I have quoted above. I was - I have no idea what they mean.
 
I tried to provide links to where I got the semi-sentences, but some server/software problems prevented that. In the first post, the two lines that start with "www" are the "modified" link. The links are removed now.
 
So, "Best Movies By The Years" would be ungrammatical?
