If you add 'a' before 'private', both are grammatically correct.

I agree but the words "As we discussed earlier" don't sound very natural. I'd expect "As I said earlier" or "As I told you earlier".

That depends on the context. 'I' may have said nothing earlier.

"As discussed earlier" works of course, but the inclusion of "we" in that phrase makes it sound a little off to me.
