The phrase is pronounced only a little differently than handlebar mustache. It's a pretty weak witticism.
 
Right. Stash is both a noun and a verb. The mutt is stashed on the handlebars. So the bicyclist has a handlebar mutt stash. (If not a handlebar mustache.)
 
But the pooch is not on the handlebars — making it an even weaker witticism.:-?
 
At least I don't have to come up with headlines for mildly-amusing pictures. I feel for the people who do.

I used to write headlines for a newsletter. Actually, it's fun. It has nothing to do with good journalism or good English. It's just about making people read the first sentence of the article.
 
As much as I hate The Sun, I must admit that they have always been masterful pun headline writers. This one almost works.
