Is this quotation from George Bernard Shaw meant to be ironic ? Does it mean that the funniest joke in the world is when you say you only tell the truth?

I think that when Shaw's character says this, he means that the way people behave in life is so inherently comical and strange that you only need to describe it truthfully to be amusing.

A Shaw expert might have a different view.

Many people joke by saying something that isn't true- this person does the opposite. That's how I would interpret it.
