Hi
I came across a sentence in my book 'The speaker is neither for nor against genetic engineering.' Could you please help me get the underlined part. Why neither for nor?

Thanks a lot.

The speaker is neither in favour of nor opposed to genetic engineering.

The speaker is neither for (pro, in favour of) genetic engineering nor against genetic engineering.
