What does "Necessary arrangements have been coordinated" mean?
 
No, it isn't, because the verb 'co-ordinated' doesn't collocate with 'arrangements'. You should use 'made' instead.

Please always give us the context in which you want to use a certain sentence, including who you're addressing and what the purpose is.

Note my corrections above. Even one- or two-word sentences must end with a closing punctuation mark so you needed two full stops. I don't know what the sentence you're asking about is supposed to mean. Also, note the correct spelling of "necessary". If you install an English spellchecker on your browser, it will flag up errors like this so you can fix them before you post.
 
In the context of some kind of crisis management situation, I'd say the original can work, although it's not great. Typically something like 'efforts' collocates better with 'coordinated', though.
