"Nested" phrases

Please tell me what of the following "nested" phrases is correct:

The cost of Services hereunder shall be VAT free based on Sub-clause 2 of Clause 2 of Article 149 of Chapter 21 of Tax Code of the Russian Federation.

Or:

The cost of Services hereunder shall be VAT free based on Tax Code of the Russian Federation, Chapter 21, Article 149, Clause 2, Sub-clause 2.

I would use the second. The controlling authority is the Tax Code. The remainder narrows that down to the individual statement.
 
I agree. The second one is MUCH easier to follow.
