[Idiom] never ever, ever never

Hi everyone!
I would like to ask what's the difference between" never ever" and "ever never".
I don't know whether I misunderstood their meanings.(I have read some examples.)
I would think "never ever" means a matter will never happen in the future,or express firm will for not doing something in the future,
While "ever never" means a matter in the past never happened ,to stress a fact.
Is the above mentioned interpretation correct understanding?

Where did you see "ever never"?

You are correct in your understanding of "never ever." The "ever" is for emphasis.
 
I have seen an example which is "He ever never opened his book."on a internet bilingual dictionary ,
It's interpretation is that he didn't open his book once before.
Is this a correct usage?

No. "Ever never" is not a normal expression. It doesn't flow like "never ever."
