New and Improved...

I'm not a teacher, just a student.

How can something be "new and improved" at the same time?

For something to be NEW, it has never existed in the first place.
For something to be IMPROVED, it has to be already in existence.

With that said, how can "New and Improved" but used together? For example, I hear people say "this is my new and improved self". How can this be?

I'm confused.

"This is the new and improved Honda CB motorcycle."
There has been a Honda CB range of motorcycles for many years. Naturally they come out with different models every year or so. So, it is the model that is new and improved, not the CB range of motorcycles itself. Or, the model is new, but the CB range is improved, if you want to look at it that way.
