Is Andy's reply grammatically correct?
 
It's possible, yes, but split into two sentences rather than with a comma.

No, I didn't! (No, I didn't forget to wash them.)
No! I did. (No, you're wrong. I did wash them.)
 
If he's admitting that he forgot, his reply isn't natural or correct. It's grammatical but a sentence can be grammatical and still wrong. If he's admitting he forgot, I'd expect something like "Yes, I did, I'm sorry".

However, if he had washed the dishes, I can imagine someone saying "No! I did!". The punctuation is different and the tone would be different in speech.
