If I wanna say the total number of pages for the paper is 12 as requested on syllabus (the maximum pages is 12), can I express in this way: the number of pages is 12, no more no less?

I'd put a comma - "no more, no less." Note that that doesn't simply indicate that the maximum pages is 12; it also means that the minimum is 12.
