"… and no one can impose its decision on the people."
1. (no one can impose its …)

2. (no one can impose their …)

Which one is natural, please?

A person is never "its" (except tiny babies when you don't know their sex).

No one can impose his - This was the old way to do it. Now it's considered sexist unless you are talking about a group of boys/men.
No one can impose hers - This would be unusual unless you know you were talking about a girls/women.
No one can impose his or her - This will make some people happy, but it is awkward if used repeatedly.
No one can impose their - This is a very normal way to say it these says; the use of the plural pronoun as the gender-neutral choice for one person is common and well-accepted by almost everyone.
