Even when the shadowed man didn’t make any noise, my anxious heart kept me awake. Sometimes I looked. Sometimes I didn’t. But I never bothered to call the police a second time, nor did Becca ask me to.

Does the underlined part mean "Becca didn't bother to ask me to call the police"?

I wouldn't include the "bother to" part. It means "I didn't bother to call the police and Becca didn't ask me to [call the police]".
