That's the notional attitude we've been looking for.

1) Does he actually say notional? Maybe I misheard that part. The only alternative that comes to mind is nonchalant.
2) If he does, what does notional attitude mean? Dictionaries define notional as existing as an idea, not as something real, theoretical, speculative. But how can an attitude be not real?
 
He nasalizes the final "nt". Some British English speakers do this with a number of words borrowed from French.

My mother learned English in London. When I was very young, about fifteen years after she'd immigrated to the United States, I noticed that she'd Americanized her pronunciation of "restaurant" by switching from the nasal consonant to pronouncing /nt/ in a more typical American fashion.
