nouns from phrasal verbs

I know that some phrasal verbs allow both forms of nouns, for example; overspill and spill-over; breakout and outbreak; offcut and cut-off.
Do these pairs have the same meaning? Or not? Which is beter to use? Please expound.
 
For example, "breakout" and "outbreak" mean two entirely different things.
 
Is "offcut" a word? I've never seen it before.
