You don't say which Windows version you are using but on my Windows 10 (v1709)system you can adjust to more specific speeds...

With the video playing right-click the screen then select Enhancements then Play speed settings. You should now see a box like so:

Now untick the box labelled Snap slider to common speeds and you should be able to use the slider to get close to the speed you want - it seems to go to 3 decimal places.

I concur with Probus. By unticking the box, the cursor will not automatically snap to certain preset speeds which are commonly used, allowing you to drag the speed setting to whatever custom speed you wish.
