Yes, obligate is a common word, especially in formal conversation or writing.
However, the word require is probably a more common synonym.

Yes, obligate is a common word, especially in formal conversation or writing. In the US and, regrettably, in the UK. ;-)
However, the word require is probably a more common synonym.
And 'oblige'.
