I looked up for the word occupation in this site Merriam-Webster's Learner's Dictionary
There's an example: "occupation of a foreign country"
Does it mean "the country is occupied by a foreign country" or "a foreign country occupies this country"?

"A foreign country occupies this country" (Active voice) = "This country is occupied by a foreign country." (passive voice). They mean the same thing.

I'm so sorry. I was mistaken. I meant I didn't know whether "occupation of a foreign country" means "the country occupies a foreign country" or "a foreign country occupies this country".

"The occupation of Poland" would refer to the country of Poland being occupied by another country's forces.
 
During the occupation of Poland, Poland was occupied by German forces. Germany occupied Poland. The German forces went to Poland and took over.
