"of what import is X?" = "of what significance is X?" = "what is the significance of X?".
But where should I place that "human"?

You don't need "human" in there at all.

In the same place as before! It's acting adjectivally to focus on examining/evaluating the (lack of the) human aspect of Hollywood films.

= What is the significance of all this skilled production when the human aspect of the film is stupid?

= All this effort and skilled production of Hollywood movies is useless, because the human aspect is missing from those films.
