[Grammar] On or at preposition confusion in this sentence ?

Friends, I'm confused regarding the usage of preposition "on" in this sentence can you help me figure out should it be start with "at" or "on" ?

Sentence: On (or should it be At ?) which 'secret' long term plan this organization is working ?

"On", you should move the "is" to before "this" as well.
