No it isn't, unless you just found those words on a piece of paper lying in the street. The context of a situation is all the information you have about it that gives it meaning.

The person who received those words knows what they subscribed to. If they subscribed to a newsletter that provides news on a particular topic, then the sentence means that the publishers do not automatically send out newsletters every day; they send out newsletters only on days when there is something to report.

Yes, every day they will send you an email. Provided that there is any new content for you to look at. If there is nothing new, you won't get an email because what would the point be?
