only when...with present tense

Dear teachers,
I have ever learned "only when...with past tense". But I've found this sentense:
Only when there is discipline will there be progress.
Is this right?
Can we use "only when" with present tnese?
I appreciate your kind help.

The example sentence you gave is perfectly OK so, yes, we don't only use "Only when" with the past tense.
 
Q. Is your fractured rib-cage very painful?

A. Only when I laugh.
