Hello

I have two questions regarding the below paragraph:

1) Does "other than either the Conservatives or Liberals" mean "except of the two parties"?

2 What does "constituency seats" mean? Does the phrase refer to the capability of NDP or if it shows the power of other two parties?

The NDP may have more leverage in the next government because polls indicate it may be the only losing party, other than either the Conservatives or Liberals, with enough constituency seats to pass bills, said CIBC Chief Economist Avery Shenfeld.

I have two questions regarding the [STRIKE]below[/STRIKE] following paragraph:

1) Does "other than either the Conservatives or Liberals" mean "except [STRIKE]of the[/STRIKE] for those two parties"? Yes.

2 What does "constituency seats" mean? Elected Members of Parliament.
