If I am traveling out of state or country, is it appropriate to say "I am going out of town"?
 
Yes, it is.
 
I don't agree with rover_. It's very dependent on where you live and the place that you are referring to in the context. However, I would only use out of town - if you literally mean town/city.
 
How would it be possible to be out of your country while not also being out of your town?

I could be 10 miles, 100 miles or 1000 miles away. In either case I am "out of town."
 
Personally, I would probably say "I'm going out of town" if I were going somewhere else in the same country. If I were going abroad, I would say "I'm going abroad" or "I'm going to be out of the country".
 
It depends on how much information you want to give away.
If someone wants to call at your office next week, and you're going on holidays to Tegucigalpa, you might simply want to say, "I'll be out of the office next week". "Out of town" gives more information, as do some of the suggestions above. But, is it any of the asker's business where you will be?
