[Grammar] Outside Of Amazon Payments

I have a question about something involving "outside". I found this disclaimer on the web:

Please note that Amazon Payments is the only acceptable payment method for third-party transactions. Do not submit any other form of payment, as the A-to-z Guarantee will not apply to any transaction completed outside of Amazon Payments.

I am not too sure about the phrase "outside of Amazon Payments". Because in that paragraph "Amazon Payments" is a payment method, the phrase "outside of Amazon Payments" translates to "outside of some payment method". Am I wrong?

Think of 'outside of' as meaning 'other than by' or 'by means other than'.

Okay, this post should clear up my confusion. Would this:

"He wouldn't pay for repairs performed outside of proper tools."

No, that's wrong. The proper tools aren't a system like "Amazon Payments" or "the scientific method".
"He wouldn't pay for repairs performed outside of Builders' Regulations" might work.

I really don't know. I don't think you could infer that from what I said.

The scientific method is a method of finding out the truth.
The Builder's Regulations are a method of building things properly.
Amazon Payments is a method of paying for stuff. (I'm assuming)
Proper tools are not a method.

Where are you going with this?
