Please set the following in red clear for me.

He created fixed bus routes and exclusive bus lanes along the center of avenues (so that passengers walked to and from bus stations on overpaths) for speed, safety, and reliability.

Does the above refer to "overhead bridges, or overpasses"? Is it saying passengers walked to and from bus stations by crossing the pedestrian overpass?

I don't believe I've seen "overpath" before but the only meaning that makes sense to me is a pedestrian overpass, as you have suggested.
