[Grammar] participial adjectives

Are present and past participle grammatically considered adjectives always?
I know they can be a part of a verb, but they may not be participle in that case.
My question is just about names.

I couldn't find your meaning clear. Do you mean when it functions as an adjective we can call it participle?
 
No. When a participle functions as an adjective, we can call it an adjective.
 
Participles can also be adverbs.
