Are there any imply meanings behind people and person?
Are there any specific occasions where we can not use them?

I don't understand your first question. For one thing, 'people' is plural and 'person' is singular.

Look at the Similar Threads below. You may understand the usage better after reading them.

If so, then persons is mostly used in formal texts like legal documents.
