"People" as a countable noun

Hello.

When "people" is used to refer to a nation and a race it can be used as a countable noun with an indefinite article. Right? For example, "The are a warm people." I am talking about one particular nation.
In my example, I cannot use "peoples" because I am not talking about more than one nation.
If I am not mistaken, it was mentioned in one of my threads.
