per or as per

I am trying to describe a theory proposed by a paper, and I am not sure whether I should 'per' or 'as per'. And what's the exact meaning of the correct usage? Does it mean 'according to' (which is my understanding, although I am not sure...)? It would be great if I could get some help here. Thanks!

...the theory per Sun et al. (2000)
...the theory as per Sun et al. (2000)
 
They are essentially the same. They do, generally, mean "according to" and that is the phrase I would use.
 
I would go with "as per'.
