Meaning2:

Meaning3:
Skills and experience, eg, planning skills, communication skills, and worked as a police for 5 years.

I would say a combination of 1 and 2, but not 3. Skills and experience are work-related, but they want to know your personal qualities (aspects of your personality). Even things like "great communicator", "punctual" would be personal qualities which would be good in the workplace.
