Phone and internet are going in and out.

I would like you to suppose that some person is talking to someone over the phone. The person who is on the other side of the line is not very clear to the first person. He is sometimes audible to the person and sometimes his voice cannot be heard by the first person. So what would the first person say "you are cutting in and out?" Or "you are going in and out." Does the same rule go with internet connection as well. Suppose the connection is not good signals are coming and going so what would we say "internet is going in and out?"

Please check.
 
For the telephone conversation, I'd just say, "You're cutting out."
For the Internet connection, I'd say, "My Internet connection is unreliable." :-?

Thanks, yes the internet is unreliable but is there any sentence like you suggested for telephonic conversation "you are cutting?"

I have also heard "you are cutting in and out." Is it also correct?

You're breaking/cracking up or the connection is dropping.
 
You can say, "My connection keeps dropping out." (I'm not sure if things actually do drop out anymore, but you can still say this.)

"You are cracking or dropping up." This is for the telephone.

"My connection keeps dropping out." This is for the internet, right?
 
My response was for the internet.
In regards to the phone, "You're breaking up" as Tdol has suggested.

Note that "dropping up" is wrong. No one's suggested that.
