The following paragraph has caused a lot of confusion. It's from a list of rules and regulations from the US Postal Service.
Photographs for news purposes may be taken in entrances, lobbies, foyers, corridors, or auditoriums when used for public meetings except where prohibited by official signs or Security Force personnel or other authorized personnel or a federal court order or rule. Other photographs may be taken only with the permission of the local Postmaster or installation head.
Does this mean any photographs for news purposes can be prohibited and photographs that are not for news purposes require permission?
Or, does it mean the photographs for news purposes may be restricted only in auditoriums and photographs that are not for the news require permission?

If it is for "news purposes," then you can take photos in the listed areas. Unless prohibited by a sign, some security or "authorized" personnel, or by some other order or rule.

If not for "news purposes," you can only take a photo if given permission.

The "except where prohibited" clause does not only apply to auditoriums. Read like this:

Photographs... may be taken in (list of places) except where prohibited
